Council is seeking an experienced and motivated Kindergarten Services Team Leader to provide strategic leadership and operational oversight of key early years services that support children, families and kindergarten providers across the municipality.

This leadership role is responsible for the coordination of the Preschool Field Officer (PSFO) service, the Central Registration and Enrolment Scheme (CRES), and council‑owned kindergarten facilities. The role plays a critical part in ensuring services are high quality, equitable, well‑coordinated and aligned with state and local early years priorities.

About the Position

Reporting to the Coordinator, Early Years Services, the Kindergarten Services Team Leader will:

  • Provide leadership, direction and support to PSFO and Kindergarten Support staff
  • Oversee the delivery, consistency and continuous improvement of the PSFO program
  • Lead the coordination of kindergarten enrolments through CRES, ensuring equitable access and compliance with Department of Education guidelines
  • Build and maintain collaborative relationships with kindergarten providers, educators, families and sector partners
  • Monitor service demand, referral trends and enrolment data to inform service planning and improvement
  • Support council‑owned kindergarten facilities, including liaison regarding maintenance, leasing and regulatory compliance
  • Liaise with kindergarten providers operating within the municipality
  • Contribute to strategic planning and represent council in relevant sector and government forums
  • Ensure services align with statewide early years reforms including Best Start, Best Life and Thriving Kids

Skills and Experience

  • Demonstrated leadership experience in early childhood, community services or a related field
  • Strong experience in service coordination, stakeholder engagement and team leadership
  • Sound understanding of early childhood policy, funding environments and regulatory requirements
  • Highly developed communication, problem‑solving and relationship‑building skills
  • Experience using data and reporting to support service quality and continuous improvement
  • The ability to exercise professional judgement and manage competing priorities in a complex environment

Requirements

  • Tertiary qualifications in Early Childhood, Community Development or a related discipline
  • Several years’ experience in early childhood services, with responsibility for coordination and leadership
  • Current Employee Working with Children Check
  • Satisfactory Police Check
