About the Position

We are seeking an experienced Manager Talent & Organisational Development to lead the design and delivery of HR operations, talent, and organisational development strategies that align with Council’s strategic objectives. This pivotal leadership role will oversee initiatives that uplift employee and leadership capability, drive cultural and behavioural change, and ensure a positive employee experience across all lifecycle stages.

Reporting to the Executive Manager People & Safety, you will lead a team of professionals and work collaboratively with senior leaders to embed contemporary HR practices, deliver evidence-based programs, and champion diversity and inclusion.

Key Responsibilities

  • Lead and coach Talent and Organisational Development teams, ensuring alignment with Council’s strategic priorities
  • Develop and implement talent attraction and retention strategies, including a new Employee Value Proposition (EVP)
  • Oversee workforce analytics and reporting to support evidence-based decision-making
  • Design and deliver organisational development initiatives such as engagement surveys, leadership programs, and cultural interventions
  • Implement succession planning and bespoke development programs to build talent pipelines
  • Manage risk and fraud through proactive assessments, reporting, and ethical leadership

Skills and Experience

  • Extensive experience in talent management, organisational development, and leadership development
  • Proven ability to lead multi-disciplinary teams and deliver strategic HR initiatives
  • Strong knowledge of cultural and behavioural change strategies
  • Excellent communication and interpersonal skills with the ability to influence at all levels
  • High-level analytical and reporting capability
  • Ability to manage complex projects and drive continuous improvement

Requirements

  • Tertiary qualifications in Human Resources, Organisational Development, or a related discipline
  • Satisfactory National Police Check
  • Other pre-employment checks may be required depending on the role requirements
