About the Position
The Service Planning and Review Specialist is responsible for providing expert business planning advice through delivering annual service planning (as part of our budget process) and completing service review projects and activities. It is critical to work with key Departments to ensure service plans integrate with Council’s financial planning, asset management and workforce planning as well as performance (including Local Government Performance Reporting Framework) and annual reporting.
Skills and Experience
The Service Planning and Review Specialist will:
- Lead and drive service planning through excellent planning and design, collaboration and facilitation, and lead the annual organisation-wide service planning process
- Lead and drive the service review program to evaluate and adjust service level and delivery models across services, enhancing customer experience, financial sustainability and operational efficiency
- Write clear, compelling and data-driven reports for Executive and Councilors to support decision making. This includes analysing information and working with Executives / Management to develop insights, an overarching service planning and review roadmap, and any methodologies required for service reviews
- Develop, monitor and evaluate program outcomes, performance indicators and success measures to assess the effectiveness of service planning and review initiatives/projects
- Engage and influence stakeholder (internally and externally) with good change management principle to drive service improvements
- Develop and execute strategic plans, methodologies, framework and community engagement that enable Council to achieve its business transformation and good governance goals that deliver high-quality services of the Monash community
Requirements
- Exceptional facilitation, teamwork and collaboration skills
- Self-led, proactive and able to manage competing priorities in a dynamic environment
- Significant experience working constructively with a diverse range of stakeholders to resolve issues and meet their needs
- Demonstrated experience in data management, financial planning, analysis and visualisation, and capability to utilise a variety of technology platforms
- Demonstrated ability to influence stakeholders to work to integrate a diverse range of plans and strategies
- Ability to source guidance and advice internally and from across the local government sector
- High-level written communication skills with experience in the preparation of quality reports
