The Recreation Services Unit leads the planning, coordination, and support of sport and recreation services that respond to community needs. The unit works collaboratively with internal teams and external stakeholders to promote inclusive, accessible, and sustainable participation opportunities.
About the Position
The role will manage the renewal, consultation, review and monitoring of recreation facility contracts and occupancy agreements within Active Monash.
The Recreation Contracts and Performance role is responsible for managing contracts, monitoring service delivery, and analysing performance to ensure recreation services are delivered effectively, efficiently, and in line with Council objectives. The role supports continuous improvement by providing data‑driven insights, strong governance, and contract oversight that enhance community access to quality sport and recreation opportunities.
Skills and Experience
- Demonstrated ability to develop and implement service level agreements, tender specifications and contracts, business plans, asset renewal programs, and manage associated performance of agreements
- An understanding of the principles of contract law and how this relates to service level agreements, externally contracted service units, and user licence agreements
- Ability to identify options and contribute to long term planning within the unit
- Ability to develop key performance indicators and closely manage leasing and licencing reporting requirements
- Understanding and commitment to the principals of continuous improvement within a policy, process, procedure or service context
- Understanding and knowledge of procurement, strong business acumen and commercial orientation
- Robust skills in Microsoft Office software including Word, Excel, PowerPoint and Access
- Ability to interpret legislation relating to contract management and occupancy agreement conditions and responsibilities including the Local Government Act, Competition and Consumer Act and Freedom of Information legislation
- Ability to make evidenced based/best practice recommendations in line with relevant legislation, policy and contract documentation
Requirements
- Previous experience in local government, recreation/leisure/sport or contract / property management
- Demonstrated experience in the management of significant recreation/leisure facility contracts, leases and procurement processes
- Tertiary qualification with some experience or less formal qualifications with substantial experience in Recreation, Sports Management, Leisure Services, contract and/or property management
- Experience in the delivery of high-quality customer services and community outcomes within lease, licencing and contract management
- Employee Working with Children’s Check
- Satisfactory National Police Check
- Other pre-employment checks may be required depending on the role requirements
